How the QRA Qualifier Tool Works

Four-Part Test Evaluation

Each activity is scored 0-100 on all four IRS requirements. All tests must score ≥70 to qualify. The tool evaluates Section 174 compliance (experimental nature), technological basis (hard sciences), business component connection (new/improved), and process of experimentation (systematic evaluation of alternatives).

Documentation Quality Assessment

Documentation quality is calculated as the percentage of 10 essential documentation types maintained. Higher quality reduces audit risk and strengthens qualification. The IRS emphasizes contemporaneous records created during research, not after the fact.

Risk Assessment Algorithm
